The Pipeline and Hazardous Materials Safety Administration (PHMSA) through the Office of Pipeline Safety (OPS), U.S. Department of Transportation, administers the national pipeline safety regulations set forth in Title 49 CFR Parts 194 and 195 Hazardous Liquid Pipelines. PHMSA is responsible for implementing pipeline safety regulations to assure the safe transportation of petroleum and other hazardous liquids by pipeline. In select cases, OPS has delegated responsibility for intrastate pipelines and rural gathering systems to state agencies that also have state pipeline safety regulations.
